BCAL Reconstruction algorithms

KLOE algorithm: currently default GlueX algorithm: by Matt Shepherd "New" BCAL Reconstruction Algorithm GlueX+: Fixed a bug that prevent some hits from being considered, lowered energy threshold to "see" cluster
