Eugene has pointed out the difficulty of a significant cost increase [https://mailman.jlab.org/pipermail/halld-pid/2012-June/000353.html on the email list]. Also on the list, Sasha pointed out that the TDC he is using has 32 channels rather than 16. The cost estimate will have to be revisited.
