Proposed change:

  1. For any individual collaborator there can be no less than 12 hours between the end of one shift and the beginning of the next. Exceptions may be granted by the PDL.
Features of this rule:

Rules out back-to-back shifts.
Allows one to do, for example, a noon-8pm shift followed by an 8am-4pm shift the next day without an exemption.
Allows some flexibility via the PDL-granted exemption.

  1. Once the shift trading period has been completed, all member institutions are expected to assign all individual shift to institution members before the scheduled beginning of the run period.

Allows the Shift Scheduler and/or the PDL to address any shift schedule concerns in a timely manor.
